Mr. Philip Kojoe Torborg
He’s Exceedingly skilled and versed with long years of experience in project management with sufficient emphases in designs and evaluations, cutting across the public and private sectors as well as non-governmental organizations. At the African Development Associates, Mr. Torborg led a study on the Social and Economic Impact of the EVD outbreak on West African Countries - Liberia’s Chapter for the UNDP; was instrumental in the formulation of Oxfam’s five-year development assistance plan in 13 of Liberia’s 15 counties and played field supervisory role in the conduct of a baseline study for the Smallholder Agriculture Productivity Enhancement and Commercialization Project (SAPEC) for MOA/World Bank. On the evaluation side, successfully completed the final evaluation of the Food and Enterprise Development (FED) Project for USAID;

Mr. Menson Brown
Menson Brown- has an extensive knowledge in private and public procurement processes dating back as far as 2014. As Project Coordinator of Grant Enchant Liberia LTD or (GEL) for short, he coordinated activities, resources, equipment and other related functions for the company. He spearheaded comprehensive procurement activities- including supplier selection, contract negotiation, cost reporting and estimating-while leading a department up to over 100 employees at GEL. He worked to ensure clients’ needs are met as the project evolves. He has a Strong knowledge in electronic and electrical work. He is a team player, always willing to find solution to work related situation.

Mr. Jackson K. Miller
Jackson K. Miller- is a Human Resources Management Practitioner with over six years of practical experience. Mr. Miller is the first Human Resource Director at LACRA. Prior to joining LACRA, he worked in many private sector institution in similar capacity. He holds a certificate in Human Resource Performance Management from the Liberia Institute for Public Administration and a Bachelor of Science Degree in Economics from the University of Liberia.

Gordon G. Garway
Mr. Gordon G. Garway is a media and Public Relations Specialist. He has extensive knowledge in Broadcast and Print journalism dating back as far as 2009. He graduated from the Jireh School of Journalism and Public Relations in 2008 and worked as News Editor for several radio stations including Love FM, Prime FM among others.

S. Prince Conway II
Prince Conway is a Measure and Evaluation Trained Monitoring and Evaluation Research Specialist with over 12 years of experience in Regional Planning, Monitoring and Evaluation across both private and public sectors. He has led several institutions in both rural and urban areas, ensuring that quality assurance and control are maintained as industry standards. Mr. Conway has extensive knowledge in Data Quality, Quality Assurance, Project Management, Data Verification, and Analysis. Before joining LACRA, he served as the Manager of Monitoring and Evaluation at the National Housing Authority (NHA). He is also a 2020 award winner from the International Journal of Scientific Engineering Research (IJSER) and the International Monitoring and Evaluation Project Wash on Africa (IMEPWA).

Lans Kamara
LANS KAMARA is our Director of OperationsHe bears a distinct and enviable reputation in the field of agriculture.For over sixteen years, Lans Kamara demonstrated efforts aimed at accelerating the adoption of climate smart and sustainable practices in Liberia and the sub-region.The LACRA cocoa production management expert built his reputation as a premium certification guru with indelible hand marks during his services with internationally acclaimed cocoa certification firms.For over 12 years, Lans Kamara worked as a UTZ Cocoa Certification Auditor and 3 years external auditor in two different Africans countries – Sierra Leone and Nigeria.Thereafter, Lans Kamara travel to Tanzania as agronomist and Cocoa grader with Bio-Land for two years and moved back to Sierra Leone with Bio-United in several capacities including Warehouse Manager, Internal Auditor, IMS Manager and Quality officer.

Abel Paye
Abel Paye- is an astute Accountant with over twenty years of experience in accountancy and public finance. He has served LACRA in his current capacity as Chief Accountant since 2018 and under the defunct LPMC served in similar capacity. Paye is a self-motivated, reliable and a hard-working person. He holds a BA in accountant from the University of Liberia.

Joseph M. Kerlie-ll
Joseph M. Kerlie-ll -joined LAC RA in April 2024 as Director of Administration providing administrative and financial related support to the Deputy Director General for Administration and Finance. Prior to joining LACRA, Joe worked as senior Technical Officer at the Liberia Land Authority assigned directly in the office of the Executive Director. He has fifteen years work experience serving various positions including field supervisor, Junior loan officer, senior loan officer, group leader, head of Finance and administration among others. He studied Accountant and Economics at the Cuttington University.

Samuel R. Outland
Samuel R. Outland is our Director for Planning , Policy and Research. Has an extensive working experience in both the Public and private sectors. worked in 14 of Liberia's 15 counties in Research & consultancy and Administration with several Institutions and Organizations including save the children, childfund, Search for Common Ground, African Development Associate, and the Center for Democratic Governance among many others. He studied sociology at the University of Liberia and is currently an MBA candidate.

Augustine Gbollie George
Augustine Gbollie George- is a preprofessional Agri-forester with more than 8 years of field/ operational experience. He developed an early interest in agriculture, inspired by his late father. He earned a MSc. in Environmental Engineering from the Collage of Apply Science, Near East University, in turkey, BSc in General forestry from Willam R Tobert college of Agriculture and Forestry, university of Liberia and Diploma in General Agriculture from the Booker Washington Institute (BWI). Before joining LACRA, he Worked as Special Assistant in the office of the General farm manager, MARCO Rubber Plantation and play an instrumental role in establishing the crop budget target for the first time in the company history.He also worked for Arik airlines serving in the capacity of ground operation manager for 13 years excelling in planning, researching and policy developmen

George Kerkula Cooper
He is an astute Public financial analyst with a long year experience in the Public Sector. Prior to joining LACRA as Comptroller, he worked as Deputy Director for Internal Audit at the Internal Audit Agency (IAA) for six years assigned at the Nimba County Service Center.At the center, he established an efficient and effective internal audit system and processes for the Civil Service Agency, ensuring that payment of vouchers is properly prepared in accordance with financial rules and regulations.He provided inspection and examination for the Regional Office, ensuring there was strict adherence to accounting rules and Regulations, procedures and practices.From 1999-2000, he served as Account Clerk at Firestone Rubber Plantation with a duty to prove the accuracy of the ledger, classifying balance sheet items and indicating their debit and credit parts when recorded in an opening entry among others.

Andrew L. Counsor Sr.
He has over twenty years work experience in both the Private and Public Sectors. He served the Catholic Relief Service as Filed Supervisor from 1991-1996 and Regional Supervisor from 2012-2013. He also worked with the Nimba County Rural Agriculture Development Project from 1989-1990, and Capitol Building as political Officer among others.
